Government Technology Solutions Wins U.S. Army BPA for Security Software

PLACERVILLE, CA – October 1, 2001 – Government Technology Solutions (GvTechSolutions), a leading supplier of security software solutions, announced today it has won a Blanket Purchase Agreement from the U.S. Army valued at $11 million.

The BPA enables the Army to purchase centrally managed network security software that is NIAP (National Information Assurance Acquisition Policy) certified in accordance with Department of Defense guidelines.

“We are pleased that one of our partners, Finjan Software, recently completed the NIAP certification process and we will include them on our Army offering,” said Robert J. Deitz II, president and chief executive officer of GvTechSolutions.

GvTechSolutions’s other partners on the Army BPA include Check Point Software Technologies, Inc., which is the worldwide leader in firewall and VPN solutions.

The NIAP evaluation program is led by the National Security Agency (NSA) and the National Institute of Standards and Technology (NIST). The program evaluates products such as firewalls, operating systems and security software against a set of security specifications drawn from the International Standards Organization’s Common Criteria.

The Common Criteria are designed to ensure that as government computer systems connect to public Internet systems, they have as high a degree of security as possible. The National Security Telecommunications and Information System Security Committee (NSTISSP) mandates that all information assurance information technology produced COTS (commercial off-the-shelf) products used in national security systems be certified in accordance with prescribed standards.

The NIAP was chartered in 1997 after the first version of the Common Criteria was introduced the previous year as a follow-on to an effort begun in the 1980s by NSA.

NSTISSP No. 11 requires that preference be given to NIAP certified products. Effective July 1, 2002, only certified products may be used on DOD networks. NIST has recommended that all federal agencies follow the rules and guidelines covered under NSTISSP No. 11 in their special document No. 800-23. This Army BPA allows the Army to easily purchase products which meet current DoD guidelines.
